The build-rpm.yml workflow mimics a RH system using Ubuntu. However the current system used is a CentOS 7 that is depicted. The makefile under packages/rpm works well on RH 8, 9, and 10 and for making it work on build-rpm.yml it requires changes that would break real platforms.
This is to ask to update the workflow to a more modern OS, or to remove it if not possible.
